Scoped course review access for regulator pre-approval

Regulatory course approval now has a dedicated way for a reviewer to move through a submitted course before it is opened for general delivery.

The review path addresses a practical approval issue: a course should not be broadly available before approval, but the regulator still needs to experience the course as a learner would. The access is scoped for that review purpose, not treated as a general learner enrollment path.

Review access tied to submission

Authorized Lurnor operators can create, view, and revoke review access as part of the course submission workflow. That keeps pre-approval access connected to the materials being submitted, rather than separated from the approval packet.

Submission communications now include the review path alongside the approval packet materials. The packet description also reflects the materials actually included for review, so the reviewer receives a more complete submission package.

Built for narrow regulatory use

This update keeps the boundary between review and delivery intact. A regulator can walk through the submitted course for approval purposes, while general delivery remains separate from the pre-approval review path.

Reliability around review delivery has also been strengthened. Regulator packet emails are designed to include usable review access instead of leaving it out, reducing the chance that a submission arrives without the path needed to examine the course.
